It's not supposed to. And is very prone to tipping once baby is bigger if it is used that way!

The link is there to prevent people from removing only the base and using the product like a walker with the top tray still attached. As long as you use both the tray and base, the product is fine to use, even if the link is loose. Unfortunately, there is no good way to tighten the link again because it was made with tamper proof screws.
