Thank you for your interest in the the Kolcraft 2-in-1 Walkers. Currently, UL does not issue certification marks for Walkers. Walkers are regulated under ASTM F977 and the new federal standard 16 CFR 1216. JPMA is the organization that certifies products to these standards using 3rd party laboratories. All of Kolcraft’s walkers are JPMA certified and tested by 3rd party labs to ensure they comply with all federal and voluntary safety requirements. Thank you for your question!

They are essentially the same walker. The only difference (besides color) is the electronic toy. The Step Starter has 2 soft owl toys on the electronic toy. The Tiny Steps has 2 textured grab toys on the electronic toy. Thank you.

The walker design includes two front casters that roll and move independently for maneuverability. In the rear, the walker has two inline wheels that allow the child to better control the direction of the walker.
